If you don't feel comfortable handling misbehavior, report people misbehaving here and they will be taken care of, even if they're admins or bureaucrats. Other admins and bureaucrats or stewards will look into the matter.
Try to include links to where the bad behavior happened, if possible.
Note to People Responding to Reports
In my experience, it's best to first warn the misbehaving person on their talk page, and only block (for a short time) if they keep being very disruptive. If you feel a block longer than a few hours is warranted, talk to a steward or another bureaucrat/admin about it.
