In my experience, it's best to first warn the misbehaving person on their talk page, and only block (for a short time) if they keep being very disruptive. If you feel a block longer than a few hours is warranted, talk to a steward or another bureaucrat/admin about it. |

If you don't feel comfortable handling misbehavior yourself, report people misbehaving here and they will be taken care of, even if they're admins or bureaucrats. Other admins and bureaucrats or stewards will look into the matter.
