Notes for new section in Community Portal

Purpose: For the bureaucrats and admins to agree on when I can request rights here, so there's no confusion. Also so we agree on what should be done if filter 88 is triggered again and it involves problematic language.

Proposal 1: 2 weeks before admin can be assigned, which any single crat can give.
