#Consul permissions would be a step between bureaucrat and steward rights. Since steward could be very powerful and bureaucrat could change policies and demote bureaucrats, however the thing is that since that has been no step between bureaucrat and steward yet, but it is presumed that consul permission would be requested. Consuls can change usernames, grant or revoke consul, non-consul suppressor, suppressor, CheckUser, non-consul CheckUser, IP block exemption, and abuse filter administrator permissions to other users, could change policies with some more major additions,
#Suggest renaming of non-steward suppressor permission to non-consul suppressor: Because consul has packed-in suppressor and CheckUser abilities already.
