Administrator rights will be granted to any logged-in user upon request. Administrators can perform many technical actions, including blocking users (sometimes for serious cause if they are only administrators and not Bureaucrats, which have their own recommendations, but only in the case of obvious, serious, and ongoing or imminent disruption), deleting pages, and protecting pages.
